Technical and design Regulations

The analysis and verification of building performance are governed by specific design regulations. The design process—including its digital aspects—is regulated by technical standards that may be either mandatory (national and regional laws, legislative decrees, ministerial decrees, etc.) or voluntary (standards issued by UNI – the Italian National Standardisation Body, CEN and ISO), which become binding when explicitly referenced in specifications, contracts, legislation, etc.

Main regulatory provisions for building design:

  • Technical Standards for Construction (NTC 2018), Ministerial Decree 17/01/2018
  • Guidelines for the “Seismic Risk Classification of Buildings”, Ministerial Decree 28/02/2017
  • Seismic zoning, Prime Ministerial Decree (PCM) 3519 of 28/04/2006
  • Energy performance and minimum building requirements, Ministerial Decree 26/06/2015
  • Building energy certification, Ministerial Decree 26/06/2015
  • Energy performance in buildings (as amended), Legislative Decree 192 of 19/08/2005 “Implementation of Directive 2002/91/EC”
  • Energy performance of buildings, UNI/TS 11300
  • Minimum Environmental Criteria (CAM) for construction, Ministerial Decree 06/08/2022
  • Passive acoustic requirements of buildings, Prime Ministerial Decree (DPCM) 05/12/1997
  • Fire Prevention Code, Ministerial Decree 03/08/2015
  • External envelope systems of civil buildings, Vertical Technical Regulation (RTV V.13), Ministerial Decree 30/03/2022
  • Structural Eurocodes, UNI EN 1990 series
